LEGAZPI CITY – The Commission on Higher Education in Bicol (CHED-5) encourages academic institutions to support and join the search for the Ten Outstanding Students of Bicol (TOSB) program initiated by the Ako Bicol (AKB) Party-list.
During the launch of the Search on Friday, CHED-5 Director Demetrio Anduyan Jr. said the institution’s commitment to investing in the development of future generations seeks to ensure societal progress.
“To launch this 11th search, CHED encourages every institution to continue investing in programs that holistically develop our young people and programs that sharpen their intellect, deepen their values, and broaden their horizons,” Anduyan said in a message delivered by CHED-5 Education Program Specialist II Cyril Bandiola.
Anduyan added that participation from institutions not only empowers youth but also fosters progress and secures better education in the region. “Through our shared initiatives, we magnify our collective capacity to empower youth and strengthen the future of higher education in our region,” he said.
AKB Party-list Rep. Alfredo Garbin echoed this sentiment, highlighting the importance of education as a powerful tool against poverty. “We firmly believe that education is the greatest equalizer. It is the best weapon in the fight against poverty,” he said in his speech.
Garbin reaffirmed that both the AKB and the CHED are dedicated to prioritizing the betterment of future generations.
January Dechavez, TOSB chairperson, explained that the program aims to identify and recognize individuals who exemplify exceptional leadership qualities. “Our goal is to identify, recognize, and celebrate exemplary students who embody academic excellence, transformational leadership, and a passion for serving their community,” she said in her speech.
Dechavez added that the 10 students selected will have the opportunity to engage with the community and propose an advocacy project the AKB will help support. “We hope to give students a chance to propose projects that will be funded by AKB, allowing them to implement their advocacy,” she said.
Dechavez added that this approach will allow them to assess how the selected students perform in public service and ensure they cultivate good leaders. “Our aim is to nurture good leaders, not just brilliant geniuses,” she added.
The program is open to Bicolano students aged 18 to 30 who are regularly enrolled in CHED-approved four or five-year degree programs. Applicants must have a General Weighted Average (GWA) of 1.75 or higher, demonstrate good moral character, and have no history of delinquency.
The application period is from Jan. 1 to Jan. 31, 2026. Screening will take place from February until the end of March. Awarding of winners will be in April. (PNA)
